Humans tend to be prone to a mode in which their primary concern is either obeying a central authority (authoritarian followership, issue #106) or accumulating power over others, i.e. becoming a central authority for others (authoritarian leadership, issue #107).

There do not appear to be any short-term solutions to this issue, so for the near-term we are focusing on workarounds in the Human Society module.

Longer term, educational efforts may be effective on reducing the amount of authoritarianism in the population at large (need to start a project for this).
