newly-defined task-statuses don't show up in the drop-down

Description

I added a new status , "specifying". It doesn't show up on the list of status choices when creating or updating a bug. If I make it the default, it becomes the only option on the list.

This must be a newish bug, because I'm pretty sure "feedback" is a status I added a few years ago.
